At a Special Meeting of Douglas Borough Council held on Wednesday January 27, 2010 the following recommendation by the Council’s Policy and Resources Committee was unanimously approved: 'That in accordance with Section 11 of the Local Government Act 2006, a Borough Rate of THREE HUNDRED AND EIGHTY-FIVE PENCE in the pound on the net annual value of all rateable property in the Borough be levied for the year ending 31st March 2011.  There is no increase on the current year.'

Delivering his Annual Report and Budget speech Council Leader David Christian said: ‘We may have set a standstill rate but in no way is this a standstill budget, as it allows for £3.4 million of capital investment.

‘Rigorous scrutinising of committees’ individual budgets combined with smarter working practices have secured savings without compromising service delivery, avoiding the need to impose any additional burden on Douglas ratepayers. Members, officers and staff put much time and effort over many months into achieving this Budget and I should like to express my sincere thanks to them for their hard work and support.’
